Biography

Dr. Mercy E. Mbise is a computer engineer and works as Senior Lecturer at the Department of Computer Science & Engineering, College of Information and Communication Technologies, University of Dar es Salaam (UDSM), Tanzania. She holds Bachelor of Science in Computer Engineering and PhD in Electronic Systems Engineering, both from the University of Essex, United Kingdom. Dr. Mbise is currently the Head of Department of Computer Science and Engineering. She has published numerous articles in national and international journals, as well as in conferences.

Dr. Mbise has extensive experience in local and international institutional cooperation, stakeholder engagement and cooperation in ICT4D (ICT for Development) projects, some of which are SEMA (Sensors, Empowerment and Accountability – a project focused on how ordinary citizens in Tanzania can directly exact accountability from water and public health providers with a human sensor web) funded by the DFID; GeoICT and GeoICT4e (social innovations in Geo-ICT education at Tanzanian higher education institutions for improved employability) funded by The Finnish Ministry of Foreign Affairs; Resilience Academy (RA), which is a service model aimed at strengthening education in urban disaster-risk related challenges. She has collaboratively applied and received research funds from funders such as The Finnish Ministry of Foreign Affairs (HEI-ICI), The World Bank and DFID, and has collaboratively carried out several research projects at UDSM.

Dr. Mbise teaches and supervises Undergraduate and Postgraduate students in the areas of computer networks, multimedia systems, data communication, digital circuits, and information systems. Additionally, she has extensive experience in leadership and administration, having held numerous administrative positions over the long term at UDSM.
