Dr. Josiah Patrick Nombo is a an academician, researcher, and consultant with over 19 years of experience in electronics and telecommunications engineering, ICT systems development, and data analytics. He currently serves as a Lecturer at the University of Dar es Salaam’s College of Information and Communication Technologies (CoICT), where he also coordinates Quality Assurance, overseeing the monitoring and evaluation of teaching, research, and consultancy activities.

Dr. Nombo holds a B.Sc. in Electronic and Communication Science (2005) and an M.Sc. in Electronics Engineering and Information Technology (2010) from the University of Dar es Salaam, as well as a PhD in Information and Communication Science and Engineering (2016) from the Nelson Mandela African Institution of Science and Technology. His academic and professional work spans teaching undergraduate and postgraduate courses, conducting research in image processing and industrial process tomography, and delivering consultancy services in ICT systems design, data collection platforms, and monitoring and evaluation frameworks.

He has led and contributed to multiple high-impact projects, including the development of the UDSM OPRAS Management Information System, online booking platforms for transportation, undergraduate studies management systems, and ICT-enabled tracer studies for various Tanzanian universities and institutes. As an ICT and M&E specialist, he plays a key role in the Higher Education for Economic Transformation (HEET) project, monitoring progress and advising on ICT components.

Dr. Nombo’s expertise is backed by strong technical skills in image processing, industrial process tomography, statistical analysis (SPSS), and specialized software tools (CSPro, E-dodoso, Maxqda). He is fluent in both English and Swahili and is highly regarded for his commitment to innovation, quality assurance, and capacity building in higher education

Dr. Josiah Patrick Nombo’s research lies at the intersection of advanced image processing, industrial process tomography, and ICT-enabled data management systems. He specializes in electrical capacitance tomography (ECT), with a focus on developing and refining image reconstruction algorithms, noise suppression methods, and hybrid processing techniques to achieve high-resolution, high-fidelity imaging for two-phase flow measurement and industrial monitoring. Complementing this technical expertise, Dr. Nombo designs and deploys digital data collection tools that enhance monitoring, evaluation, and operational decision-making in higher education and related sectors. His work bridges theory and application, delivering practical solutions that improve efficiency, accuracy, and knowledge-driven innovation in both academic and industrial environments.
