Biography

Dr. Libe Valentine Massawe is a Lecturer in the Department of Electronics and Telecommunication Engineering, College of Information and Communication Technologies, University of Dar es Salaam (UDSM), Tanzania. She holds a PhD in Electrical Engineering from the Central University of Technology, South Africa, an MSc in Electrical and Electronics Engineering from the University of the Ryukyus, Japan, and a BSc in Electrical Engineering from UDSM. 

Dr. Massawe has over two decades of academic and professional experience in telecommunications, optical fiber communication, broadband connectivity, information theory, smart grid systems, IoT and AI applications. She has held several leadership roles at UDSM, including Head of Department (2015–2021), Postgraduate Coordinator, and a Quality Assurance Officer. She has also been actively engaged in national policy and regulatory initiatives, serving as a member of the Tanzania Communications Regulatory Authority (TCRA) Research Review Committee, member of the Alarm and Electronic Security Systems Technical Committee (EDC 4) coordinated by Tanzania Bureau of Standards (TBS) and contributing to curriculum review and technology evaluation teams under the Ministry of Education, Science and Technology. Her research portfolio spans collaborative projects on artificial intelligence applications, rural broadband connectivity, smart grid systems, IoT-based monitoring, and digital fiscal solutions. She has received multiple academic awards, including best student prizes at UDSM and scholarships from the Japanese Government (Monbukagakusho), DAAD, and the South African National Research Foundation. 

Dr. Massawe has published widely in peer-reviewed journals and conferences and supervised postgraduate students at MSc and PhD levels. She is a registered graduate engineer with the Engineers Registration Board (ERB) of Tanzania and an active member of UDSM academic association
